  4.     The enmity between North and South Korea is so bitter that the
  5. diplomatic world considers it an important step when the two sides
  6. merely talk about talking. Thus there was muted applause last week
  7. when the North Korean government agreed to send a delegation to
  8. Panmunjom on Feb. 8 to discuss arrangements for a meeting between
  9. Prime Minister Yon Hyong Muk and his South Korean counterpart, Kang
  10. Young Hoon. Seoul had proposed such a meeting last year, hoping for
  11. an eventual summit between South Korean President Roh Tae Woo and
  12. North Korean President Kim Il Sung.

  14.     The North Koreans expressed little interest in a summit but
  15. suggested that the Prime Ministers hold talks on such long-standing
  16. Northern demands as the withdrawal of U.S. forces from the Korean
  17. peninsula. The Roh government would have preferred to start
  18. discussions on less contentious topics, but went along with the
  19. Pyongyang proposal. Said Roh: "There are changes in the North that
  20. cannot be easily seen. I think we will have a summit meeting in the
  21. not too distant future."
